Governor Andy Beshear is making waves in Kentucky’s efforts to roll out its medical marijuana program. During a recent update, he shared valuable advice on how residents can register for access and provided insights into the progress being made to bring dispensaries online. Early Progress and Registration Numbers
Since the launch of Kentucky’s medical marijuana program’s online portal last week, 760 Kentuckians have already applied for medical cannabis cards. The Office of Medical Cannabis (OCM) has 30 days to review each application, a process the governor says is moving forward with urgency.
“Everyone is eager to get supply on the shelves,” Beshear said during a briefing. The governor emphasized that his administration has prioritized medical cannabis legalization as part of its broader commitment to improving health care access and community safety.
How to Begin the Process
To register, residents need a recommendation from one of the 250 authorized practitioners listed on the OCM website. Patients with qualifying conditions can consult these practitioners to receive a recommendation, which is required to complete the medical cannabis card application.

Growing Demand for Health Practitioners
Health practitioners have been assessing patients since December, with over 3,300 Kentuckians seeking consultations so far. Beshear expressed optimism about the program’s expanding network, noting that more doctors are joining every day.
“We continue to have more [doctors] signing up,” Beshear said, emphasizing that this growth will make it easier for patients statewide to access care.
Upcoming Webinars
Public interest in the program is strong. Nearly 5,000 people have registered for the first OCM webinar scheduled for January 15. The webinars aim to answer questions and provide clear guidance on the application process.
The governor also reminded residents that an executive order remains in place to protect patients who purchase medical marijuana from licensed retailers in neighboring states, ensuring that they are not prosecuted for possession while Kentucky’s dispensaries come online.
Progress on Dispensaries and Cultivation
Although dispensaries have yet to open their doors, the infrastructure for Kentucky’s medical marijuana program is taking shape. So far, approximately 50 dispensaries have been approved following two licensing lotteries. Cultivators are finalizing locations and beginning their operations, while laboratories are gearing up to ensure product safety and quality.
“For medical marijuana, everything is moving forward,” Beshear said.
Challenges and Federal Restrictions
While the state program is advancing, a recent warning from the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) has added complexity. The ATF cautioned Kentucky residents that participation in the medical marijuana program would disqualify them from purchasing or owning firearms under federal law.

Local Support and Future Possibilities
The November election demonstrated overwhelming local support for medical cannabis. More than 100 cities and counties voted to allow cannabis businesses in their jurisdictions, signaling bipartisan backing for the initiative.
Looking ahead, Beshear hinted that recreational marijuana legalization could be on the horizon if the medical program proves successful. “If we can show this program is well-regulated and maintains public safety, it opens the door for broader legalization,” he said.
