This milestone includes both medical and adult-use cannabis sales, with the latter accounting for over $700 million. The legalization, which took effect on July 1, 2023, has not only generated significant economic activity but also created new opportunities for work, wages, and wealth across the state. Economic Impact and Growth
The legalization of cannabis in Maryland has had a profound economic impact, with total sales surpassing $1.1 billion in just one year. This impressive figure includes over $700 million from adult-use sales and nearly $400 million from medical cannabis sales. Monthly retail sales have consistently exceeded $95 million, highlighting the strong demand for cannabis products in the state.
Governor Moore emphasized the broader economic benefits of legalization, noting that it has created new pathways to work, wages, and wealth for Maryland residents. Additionally, the state has collected more than $40 million in fees from licensed cannabis businesses, which will be used to support community-based initiatives through the Community Reinvestment and Repair Fund.

Of the 205 selected applicants, a significant majority reported majority black or African American ownership, and over 76% reported majority minority ownership. These new businesses are expected to more than double the number of licensed cannabis operations in the state.
The Community Reinvestment and Repair Fund, supported by fees collected from cannabis businesses, provides funding directly to local jurisdictions. These funds are used to support initiatives that benefit low-income communities and those disproportionately impacted by cannabis criminalization. This approach aims to address historical injustices and ensure that the benefits of legalization are shared equitably across the state.
In partnership with the Maryland Department of Labor, the state has also established a Cannabis Workforce Development Program.
