Patient Certification Process
Starting December 1, 2024, patients will be able to visit licensed doctors to obtain written certifications for medical cannabis. These certifications are necessary for receiving a medical marijuana card, which allows legal access to cannabis products in the state. The certification process involves an initial consultation where patients will need to be diagnosed with a qualifying medical condition. Once confirmed, the written certification can be used to apply for a cannabis card.
Governor Beshear clarified the process, stating:
“You need to set up an initial appointment, you need to receive a diagnosis or a confirmation of a qualifying condition, and then you need to retrieve the written certification. That’s what you will use for your medical cannabis card.”
Currently, Kentucky has 154 authorized medical cannabis practitioners, and the state plans to expand this number as more physicians are trained and approved. Additionally, the state’s official medical cannabis website will feature a list of approved providers to help patients locate certified doctors.
Dispensary Licensing and Lottery
The state’s medical marijuana dispensary program is also progressing, with a lottery scheduled for Monday to award licenses for dispensaries in nine of the 11 cannabis regions in Kentucky. Northern Kentucky, which encompasses counties such as Kenton, Boone, and Campbell, will be allocated four dispensary licenses. This step is crucial for ensuring that patients can access legal cannabis once the program officially begins.
Uncertainty About Product Availability
Although medical marijuana is set to become legal on January 1, 2025, Governor Beshear noted that it remains unclear whether products will be available by that date. A key factor in this uncertainty is the progress of cannabis cultivators, who are responsible for growing and preparing the product for sale. The state is working to ensure that cultivators meet regulatory requirements, but the timing of the crop’s readiness is still in question.
